This paper examines how APEC countries' plan to economically recover from a terrorist attack and outlines the advantages of such a plan for the US. The paper concludes that the ability of an economy to minimize the time that trade is disrupted and to contain the systemic impacts will directly reduce the resulting economic loss of a terrorist attack.
