This paper analyzes the relationships between authoritarian regimes and NGOs in post-Soviet Central Asian states. First, it considers similar starting points, the difference in institutional design and state-NGO relations. Further, it examines the conditions under which states in Central Asia cooperate with NGOs in the sphere of health care and social welfare provision.
