This report asks why ESDP operations end up taking the shape that they do. The authors identify three main institutional structures involved in ESDP making. They explore their individual as well as overlapping competences in relation to EU crisis management options. The report concludes that one of the biggest challenges facing the EU relates to capacity for planning, funding and manning ESDP operations.
