This paper looks at the concept of fragile states in the international context. It gives a historical and sociological perspective on state formation and state building. The authors deal with types and processes of fragility and seek to provide an overview of the variety of definitions, measurements and typologies of state fragility. The paper ends by listing five issues that should be thoroughly analyzed when organizing international support to fragile situations.
