This paper analyzes the Chinese discourse on soft power. It examines how the Chinese elite interprets soft power, why they have such a strong interest in it and what role soft power plays in their international strategy. To address these issues the author examines official documents, scholarly writings and media reports. The study concludes that a grand Chinese soft power strategy is still in its embryonic phase.
