This brief considers the implications of French President Nicolas Sarkozy's pact on immigration and asylum introduced in late 2008 for EU policy. The authors contextualize the discussion and review key issues such as legal and irregular migration, border controls, asylum and the nexus between migration and development. The brief ultimately argues that a common EU policy on immigration and asylum will be difficult to fashion, and that any immigration and asylum policy must carefully consider EU hallmarks like intergovernmentalism and nationalism.
