This report looks at Russian foreign policy in light of the 2008 Georgian conflict. It argues that even if Georgia initiated the conflict, Russia's rough response was a long-prepared foreign policy choice. The author argues that Russia understands the situation as a zero-sum game in which it would lose its say in the region if Western countries would enhance their influence. He assumes the risk of long-term confrontation between Russia and the West has increased.
