This report calls for a fundamental reassessment of the US nuclear posture and develops a framework to pursue and attain nonproliferation objectives. It notes that much progress has been made since the end of the Cold War to politically devalue weapons of mass destruction, but points out that much remains to be done. Moreover, it calls for a high-level national and international debate on the next steps toward diminishing nuclear dangers.
