This report takes an in-depth look at the first 18 months of the Chemical Weapons Convention (CWC) and examines what has gone right, what has gone wrong and who is responsible. It discusses the problems that have plagued the new chemical regime and makes recommendations on how to prevent the Treaty from being steered off-course permanently. Moreover, it briefly compares the CWC's monitoring agency to that of the 1968 Nuclear Non-Proliferation Treaty and reviews the implementation status of CWC provisions.
