This study presents an assessment of anti-corruption efforts in war-torn states. The authors study how corruption is perpetuated and seek to map frequently adopted and effective steps to fight it. The authors moreover offer recommendations on the sequencing of such measures for war-torn states to take early state-building steps. Anti-corruption efforts in Liberia inform this study.
