This policy brief discusses the evolution of China's military-industrial complex (MIC) since the early 1990s. The author argues that China's MIC is finally delivering relatively advanced weaponry to the People's Liberation Army (PLA). Rather than any structural or organizational reforms, the author argues that a dual-use technology strategy and increased military spending have had the greatest impact on modernizing China's MIC and the PLA.
