This policy brief provides an assessment of the status of climate change policy in the context of the 14th Conference of the Parties to the United Nations Framework Convention on Climate Change, scheduled for 1-12 December 2008. The author examines the progress on the road from Bali to Copenhagen, thinking ahead to Poznań in relation to the current negotiating environment and explores the possible nature of an agreed outcome to be reached in Copenhagen at the end of 2009.
