This commentary focuses on the relations between nuclear neighbors India and Pakistan in the aftermath of the terrorist attacks in Mumbai. The author argues that the two countries' ability to avoid conflict depends on the uncertain prospects for concrete bilateral cooperation against terrorist groups.
