How will ministries of foreign affairs (MFAs) reconcile their entrenched organizational cultures with the platforms, values and assumptions that make up next-step digital diplomacy? To facilitate the reconciliation, this paper provides a three-dimensional framework that maps and assesses potential sources of ‘digital clashes’ inside MFAs.
