This report discusses the UN's efforts to pursue greater synergy in the international peace-building system, known as the Integrated Approach and the Integrated Mission. According to the author, one of the implications of the Integrated Approach is that the old bipolar concept of civil-military coordination no longer captures the multipolar coordination challenges facing UN peacekeeping operations. In the Integrated Missions context, the focus has shifted instead to system-wide coordination across the political, security, development, rule of law, human rights and humanitarian dimensions. The paper concludes that the two most critical areas for coherence are the needs to devise an overall strategic framework and to ensure local ownership.
