This policy brief comments on plans of the Indian government to establish a National Treasury Management Agency (NTMA) to manage and finance the state's debts. It outlines the traditional management of state debt by the Reserve Bank of India, points to the maturity of India's equity markets and reviews the draft bill for the NTMA.
