This brief provides background information on the 2008 Mumbai terrorist attack. The author explains that the attack was different from other acts of terrorism in India so far in that it focused on foreigners, primarily Americans, British and Israelis. Further, the brief outlines several possibilities regarding the intentions behind the attack.
