This report focuses on how the 2005 Comprehensive Peace Agreement of Sudan addresses issues of guns and violence. It outlines how the parties' lack of trust led to a deliberate avoidance of commitments related to security and weapons control - not only in relation to their forces, but in relation to other groups and individuals - in order to retain military capacity. The report illuminates the pressures and perspectives of key actors in the peace talks.
