This report summarizes the proceedings of a November 2008 conference on the future of the Chinese People's Liberation Army (PLA). Topics discussed include developments within the PLA as an institution, PLA force structure modernization efforts, economic issues relating to PLA modernization, and the emergence of the PLA as a key player in non-traditional defense areas.
