This paper compares the response to piracy in the Gulf of Aden with the reaction to the same development in the Malacca and Singapore Straits. Measures in the latter region, the author explains, have been adopted at the national, bilateral and multilateral levels, while the responses in the Gulf of Aden have primarily been from the international community. He concludes that the international community should adopt more local measures in the Gulf of Aden to successfully combat piracy.
