This paper addresses the struggle between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE), asking whether this conflict can be called a 'war on terror.' It outlines the history and characteristics of the conflict, discusses the implications for democracy and reviews the course of the fighting. The author highlights the importance of finding an exit from violence and underlines the need for a political solution that ensures power-sharing with Sri Lanka's minorities in the north and east.
