This policy brief gives an overview of the issues that have dogged the Treaty on Conventional Armed Forces in Europe (CFE) regime and that led to the Russian moratorium in 2007. It outlines the situation that the parties to the CFE regime find themselves in now and follows this with an assessment of the prospects for conventional arms control in Europe.
