This research report examines the challenges facing the Nuclear Suppliers Group (NSG) as a starting point to explore a cluster of linked practical, legal and political issues. The authors ask themselves whether it is any longer fair, or efficient, to reserve the control of a wide range of nuclear transactions to a self-appointed group with a limited, traditional composition. They end by discussing how the work of control might be shared in a more inclusive way, both with the whole community of responsible states and with other concerned actors such as the private business sector.
