This publication explains basic security concepts such as cooperative security and goes on to address the elements of a regional security regime for the Middle East. Among the paper's conclusions is the idea that a regional security regime must seek to eliminate ballistic and antiballistic missiles from the region. The author also argues that although official dialogue on these issues may not be difficult, informal and academic discussions can proceed and should be supported by the governments of the region.
