This paper examines the motives of the allegedly Pakistani culprits responsible for a series of devastating terrorist attacks on India's megalopolis and financial capital Mumbai on 26 November 2008. The author finds that while India's intelligence has completely failed to detect the attackers and their comprehensive planning beforehand, this assault is yet another episode of the struggle between Indian and Pakistani intelligence on the one hand, and Muslim and Hindu extremists accusing each other on the other, this time capturing maximum international attention.
