This paper addresses state and development of Tajikistan under the rule of President Emomali Rakhmon. It highlights the challenges of a failing energy infrastructure, poverty and urgent economic reform. It comments on the background of Rakhmon, identifies signs of rising domestic instability, assesses the economic performance of the country, and highlights the weakness of Tajikistan's state structures. The paper concludes that the Rakhmon regime could, theoretically speaking, collapse at any moment since the institutional structures which usually support any political regime are missing in Tajikistan.
