This paper features a draft for an over-arching legal framework to create a transparent and responsible trade in precious metals and gems. The author discusses several initiatives to date to curb criminal financial activities involving precious metals and gems and explains why a comprehensive framework in the form of a UN international convention is needed. The draft of the convention comprises the second part of the paper.
