This report summarizes the proceedings of a November 2008 conference on maritime security, focusing on the implications and impact of the rise of Chinese and Indian naval powers on Southeast Asia. The first part provides a broad overview of the regional strategic environment. The second assesses the threats and risks impacting the regional maritime security environment. The third examines naval developments in Asia as well as the implications of a naval build-up in the region. Finally, the fourth part explores opportunities for maritime cooperation and confidence building.
