This paper examines the challenges for Haiti's national stability and development in 2009, discussing the implications for the government of Prime Minister Michèle Pierre-Louis and the upcoming parliamentary elections. It addresses the need for economic stabilization, the development of the domestic security situation and the scope for international cooperation. As the most pressing issues for 2009 the paper highlights recovery and reconstruction, food security and the environment and police and judicial reform.
