This paper discusses the policy implications of Bosnia’s failure as yet to satisfy the terms the Peace Implementation Council (PIC) set in 2007 for the end of the international community’s proconsular role. It outlines the different elements that led to a domestic stalemate in Bosnia, such as the policies of the three ethnic groups, the police reform impasse and the use of the "Bonn Powers" and discusses steps necessary for the planned closure of the Office of the High Representative (OHR). Subsequently, it analyzes the chances of the EU's attempt to stabilize Bosnia by offering a membership perspective.
