This paper examines the impact of the global economic crisis on climate change policies, particularly the global carbon trade mechanism. The author argues that under economic stress, states may be unable to agree on a fair mechanism and sufficiently stringent carbon cuts at the Copenhagen Summit in December 2009. The author pays particular attention to the feasibility of using the WTO system as a dispute mechanism in climate change issues.
