This paper provides an overview of the military and political issues that are likely to shape the discussions on NATO's Strategic Concept. The authors focus on the importance of the Strategic Concept as a indicator of NATO's strategic direction; as a public diplomacy tool, and as a crucial compromise between two competing visions of NATO: one that seeks to "bring NATO home" and one that seeks to "make it global." The authors argue that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.
