This policy brief discusses the EU's energy supply risk in light of the gas dispute between Ukraine and Russia in January 2009. The author argues that the EU will become increasingly dependent on gas supplies coming from very few countries. He focuses on market-oriented policy options to address this challenge and concludes that the EU should develop a European concept for security of supply to ensure policy coherence at the EU and member-state level.
