This brief highlights the importance of the Security Petroleum Agreement of the Association of Southeast Asian Nations (ASEAN) to ensure regional energy security by including a provision for voluntary oil stockpiles. The authors argue, however, that mandatory – as opposed to voluntary – oil stockpiling could better serve ASEAN's energy security needs.
