This report argues that since the US is losing its leadership position in science and technology (S&T), suggestions on how to re-establish the US's global S&T leadership in the 21st century need to be provided. The authors are particularly addressing the transformation of US nuclear weapons laboratories in order to ensure the retention of core nuclear weapons competencies at the national weapons laboratories, and to expand their S&T capabilities to service a wider array of 21st century national security needs.
