This paper studies the Darfur Peace Agreement to inform lessons for the effective post-conflict protection of civilians. It maintains that the failure to develop a strategy for the negotiation of security arrangements lies at the heart of the failure of the Abuja peace talks on Darfur. It argues, moreover, that this approach and its drawbacks are commonplace to African peace processes.
