This brief compares the nuclear capabilities of India and Pakistan. According to the author, while both countries so far have behaved responsibly, there are the following two dangers: the viability of deterrence on the strategic level and the danger of nuclear weapons falling into the hands of terrorists. Despite the fact that the nuclear genie is out of the bottle in South Asia, the author argues, it can be tamed and controlled, and even pressed into the service of peace, namely, as a help to prevent war between the two neighbors.
