This paper presents an overview of how energy security is related to the external costs of electricity production. For European policy-makers, energy security is an important issue because private decisions about energy use may not fully take into account the costs of energy insecurity. Disruptions in supply and dramatic price increases have macroeconomic impacts that individual consumers and firms do not take into account, the authors argue.
