This report discusses UN post-Cold war peacekeeping and peacebuilding operations. It identifies significant problems with coherence and coordination, which has contributed to the poor rate of sustainability of these operations to date. The paper distinguishes between four elements of coherence in the comprehensive approach context: agency coherence, whole-of-governance coherence, external coherence and internal-external coherence between the policies of the local and international actors.
