This paper discusses the negotiations of a follow-up agreement to the Kyoto Protocol in 2009. The author examines the EU's position in the process and proposes a strategy for policymakers with regards to the financial contributions that will be necessary. She concludes that finance will become a key issue as negotiations progress because developing countries will expect concrete figures on financing from industrialized nations before taking action on mitigation.
