This brief considers the question of reconstruction and rehabilitation of the Tamil population in Sri Lanka in the wake of final military campaigns. The author identifies the settling of the ethnic question as the key element in a successful reconstruction effort that brings Tamils into the mainstream of Sri Lankan society and politics. If this fails, the author concludes, the Tamil Tigers will simply regroup and continue to undermine Sri Lanka and its tenuous socio-political balance.
