This paper ponders whether the EU should shift towards a flexible, deliverables-centered form of collective cooperation. Needless to say, opinions are divided on the option. While some member states believe greater elasticity will help overcome policy deadlocks, others view it as a direct assault against a cohesive union. At present, it appears the pro-flexibility faction is slowly introducing a more Schengen-like form of cooperation.
