This report examines Libya’s vast and scarcely populated Fezzan region, highlighting its ethnic rifts, ongoing conflicts and economic hardships. The authors also 1) draw attention to how European states increasingly see the region as a gateway for sub-Saharan African migrants and refugees making their way to the Mediterranean and beyond; and 2) argue that any European efforts to curb migration flows through Fezzan must link initiatives aimed at addressing local governance, economic and security problems with national ones.
