This paper argues that the rise of cyber capabilities means that naval forces will be simultaneously more connected and more vulnerable at sea than ever before. But what particular threats and vulnerabilities will cyber technologies create for naval forces? What role will cyber security play in naval operations? And are NATO and the EU doing enough to ensure they can deliver the cyber capabilities their naval forces will need in the future? This paper addresses these questions and more.
