This text calls for the creation or reinvigoration of a forum that will help Southeast Asia overcome its short- and long-term problems. After canvasing the regional platforms that already exist, the text’s author aligns on MANIS, which is a maritime cooperation forum made up of Malaysia, Australia, New Zealand, Indonesia and Singapore. In the author’s view, the forum appears to be both “different and necessary” and would answer the needs of participating states.
