This publication contends that while there should be no complacency about US-European relations, there is also no reason for despair. The text’s author lays out this argument by examining how US foreign policy is shaped by 1) US Congress; 2) the executive branch's departments; 3) the business community, and 4) public opinion. Based on this assessment, he then concludes that each of these key institutions and forces exhibits more continuity than change.
