So what did the European Union do to “accompany” Egypt’s journey from Hosni Mubarak’s fall to the overthrow of the Morsi regime by Abdel Fattah al-Sisi? After detailing Brussels’ failed attempts to ameliorate the deep political divides that existed within the country at the time, James Moran and Gabriel Munuera Viñals credit the EU’s non-threatening mediation efforts and expressions of concern for “taking some of the steam out of an exceptionally fractious” transition to the al-Sisi regime. They also conclude, however, that the odds of ‘good offices’ succeeding go up if they’re accompanied by substantive assistance packages.
