This report examines the different guises police work in Libya has taken since the fall of the Gaddafi regime in 2011. More specifically, the text’s authors look at the “representative” cities of Tobruk and Sabha in order to determine how competing and overlapping groups – with their differing social and political inclinations – have assumed local policing functions. Understanding these local variations, the authors conclude, will help promote future reforms within Libya's security sector.
