After nearly four years of negotiations, the Colombian government and FARC announced a peace agreement on 24 August 2016, which requires holding a plebiscite on the pact in October 2016. This ICG paper 1) highlights the difficulties the two parties still face in implementing the agreement, and 2) provides a series of recommendations that the FARC, Colombian Government, and UN Mission in the country should follow in order to end hostilities once and for all.
