This report argues that socio-economic grievances, political alienation and poor education have transformed the once-tolerant Southern Punjab region in Pakistan into a base for jihadist groups and recruitment. More specifically, the text’s authors perform two tasks – 1) analyze how these organizations have capitalized on dubious official policies to fill economic, political and social voids in the region, and 2) contemplate what measures will ideally raise the costs of joining jihadist groups and reduce the appeal of radicalism.
